Group Chief Executive Officer

Lee Yeow Seng is the Group Chief Executive Officer of IOI Properties Group (“IOIPG”). He was appointed to the Board of IOIPG on 25 February 2013 as Executive Director, and subsequently held the position of Chief Executive Officer from 8 January 2014 until 14 April 2020. On 15 April 2020, Mr. Lee was appointed to Executive Vice Chairman and on 1 July 2023, he resumed the position of Group Chief Executive Officer.

Mr. Lee is a barrister-at-law from the Bar of England & Wales by Inner Temple and holds a LLB (Honours) from King’s College London. He has also served at the London and Singapore offices of a leading international financial services group for approximately two (2) years.

In leading IOIPG, he provided resolute leadership in formulating high-level strategies to sustain growth across all business segments for the Group and led the transformation to increase the presence across Malaysia, Singapore and the People’s Republic of China (PRC).

Under his stewardship, IOIPG strengthened its presence in Singapore. In 2016, the Group acquired a site within the Marina Bay Financial Centre for the development of IOI Central Boulevard Towers, a premium Grade A office space, and in 2017, commemorated the grand opening of JW Marriot Hotel Singapore, South Beach (a JV development). The Group further increased its footprint in 2021 by acquiring a 0.78 hectare land to develop Marina View Residences and a 350-room hotel, the W Singapore - Marina View.

In the PRC, the Group continued to bolster its presence in Xiamen since its first foray of acquiring a 7.7-acre site in the Jimei District to develop IOI Park Bay and subsequently, securing an additional 44 acres of land to establish IOI Palm City that features the Group’s first retail mall there, namely IOI Mall Xiamen, which opened its doors in 2021. Apart from this, the Group acquired a 6.2-acre land in Xiang’an, Xiamen for a mixed residential and commercial development, IOI Palm International Parkhouse, which was launched in 2019.

Mr. Lee Yeow Seng is poised to elevate IOIPG with his unwavering leadership and acute business acumen in delivering excellence across Malaysia, Singapore and Xiamen, PRC.

Teh Chin Guan

Group Chief Operating Officer –
Property Development (Malaysia)

Mr Teh Chin Guan holds a Bachelor of Engineering (Honours) degree from Universiti Teknologi Malaysia. He is currently a member of the Harvard Club of Malaysia.

Before joining IOI Group’s property division in year 2006, Mr Teh had held various senior positions in Berjaya Land Bhd and he brings with him many years of experience from the property and construction industry. He joined the organisation in August 2006 as an Assistant General Manager in the property division and was promoted to General Manager in July 2009.

Mr Teh was subsequently promoted to Property Director on 2 July 2012 and redesignated to his current position as Chief Operating Officer of IOI Properties Group in 2014 after the de-merger of the property division. He has since played a major role in contributing towards the Group’s property development in the growth corridor of the Klang Valley.

Following the appointment of the Group Chief Operating Officer on 1 July 2023, Mr Teh is responsible for the Property Development segment of Malaysia, including Group Sales, Marketing & Branding, Group Quality Management and Group People & Culture.

Chris Chong Voon Fooi

Chief Operating Officer –
Property Investment (Malaysia)

Mr Chris Chong Voon Fooi holds a Bachelor of Arts (Honours) in International Business Administration from Northumbria University of Newcastle.

He has more than 23 years of experience in shopping mall development and management. Prior to joining IOI Properties Group, property division, he had worked for a leading shopping mall operator in Kuala Lumpur holding various roles in development, leasing, marketing, operations and procurement over the span of 11 years.

He joined IOI Properties Group, property division in 2011 as Head of Marketing and Leasing for IOI City Mall and promoted to General Manager in 2014. He was subsequently promoted to Senior General Manager in 2020 and was responsible for the overall operations of Retail Malls.

Following the appointment of Chief Operating Officer – Property Investment on 1 July 2023, Mr Chris Chong currently oversees the Property Investment segment of Malaysia covering the Retail Malls, Offices, Hospitality and Leisure business segments.

Lim Beng Yeang

Mr Lim Beng Yeang holds a Bachelor of Science (Honours) in Housing Building & Planning from Universiti Sains Malaysia.

He has over thirty-three (33) years of experience in areas such as township planning, designs development, contracts administration, project management and construction, building management services and sales marketing. He is presently responsible for the Group’s property development business in Johor.

Prior to joining IOI Group, he was a Senior Construction Manager and he has also worked in Indonesia during his tenure with MBf Property Services Sdn Bhd.

Melissa Tan Swee Peng

Chief Financial Officer

Ms Melissa Tan Swee Peng was appointed as Chief Financial Officer (“CFO”) of IOI Properties Group Berhad on 1 June 2022. She oversees the functions of Group Finance and Treasury Management, Corporate Finance, Group Legal and Compliance. She is also involved in driving the Group Digital Transformation and Technology, and Sustainability initiatives.

She has more than 24 years of experience in the financial, property and banking industries, holding key roles in finance, investment banking involving areas of corporate finance and capital management. Upon graduation from the University Bedfordshire, United Kingdom in 1997 with a Bachelor of Arts in Accounting, she started her career with the Internal Audit Department of Sunway Holdings Berhad (now known as Sunway Berhad). She then joined the Corporate Finance Department of Aseambankers Malaysia Berhad (now known as Maybank Investment Bank Berhad) in 2001, and was involved in various corporate transactions specialising in mergers and acquisitions, take-overs and equity fund raising activities.

In 2007, she joined S P Setia Berhad ("S P Setia") as a Senior Manager within the Corporate Finance Department and was subsequently promoted to be the Head of Corporate Finance. Under her stewardship, S P Setia successfully completed the issuance of a Sukuk Musharakah Programme which clinched 2 Islamic finance awards, namely the Perpetual Deal of the Year and Musharakah Deal of the Year in 2014.

In April 2014, she joined Eco World Development Group Berhad as the Head of Corporate Finance. During her service period, she led the Initial Public Offering exercise of Eco World International Berhad on Bursa Malaysia Securities Berhad and spearheaded the implementation of several major corporate transactions involving acquisitions, joint-venture arrangements and equity fund raising.

Prior to joining the Group, she was the CFO of Eco World International Berhad from September 2016 until May 2022. She was responsible for overseeing all financial and corporate matters of Eco World International Berhad including financial reporting, corporate finance, treasury, investor relations and risk management. She was also responsible for overall coordination of sustainability and governance reporting for Eco World International Berhad.
