Group Chief Executive Officer

Lee Yeow Seng is the Group Chief Executive Officer of IOI Properties Group (“IOIPG”). He was appointed to the Board of IOIPG on 25 February 2013 as Executive Director, and subsequently held the position of Chief Executive Officer from 8 January 2014 until 14 April 2020. On 15 April 2020, Mr. Lee was appointed to Executive Vice Chairman and on 1 July 2023, he resumed the position of Group Chief Executive Officer.

Mr. Lee is a barrister-at-law from the Bar of England & Wales by Inner Temple and holds a LLB (Honours) from King’s College London. He has also served at the London and Singapore offices of a leading international financial services group for approximately two (2) years.

In leading IOIPG, he provided resolute leadership in formulating high-level strategies to sustain growth across all business segments for the Group and led the transformation to increase the presence across Malaysia, Singapore and the People’s Republic of China (PRC).

Under his stewardship, IOIPG strengthened its presence in Singapore. In 2016, the Group acquired a site within the Marina Bay Financial Centre for the development of IOI Central Boulevard Towers, a premium Grade A office space, and in 2017, commemorated the grand opening of JW Marriot Hotel Singapore, South Beach (a JV development). The Group further increased its footprint in 2021 by acquiring a 0.78 hectare land to develop Marina View Residences and a 350-room hotel, the W Singapore - Marina View.

In the PRC, the Group continued to bolster its presence in Xiamen since its first foray of acquiring a 7.7-acre site in the Jimei District to develop IOI Park Bay and subsequently, securing an additional 44 acres of land to establish IOI Palm City that features the Group’s first retail mall there, namely IOI Mall Xiamen, which opened its doors in 2021. Apart from this, the Group acquired a 6.2-acre land in Xiang’an, Xiamen for a mixed residential and commercial development, IOI Palm International Parkhouse, which was launched in 2019.

Mr. Lee Yeow Seng is poised to elevate IOIPG with his unwavering leadership and acute business acumen in delivering excellence across Malaysia, Singapore and Xiamen, PRC.

Datuk Tan Kim Leong was appointed to the Board on 1 June 2013 as Senior Independent Non-Executive Director. Datuk Tan was subsequently designated to Independent Non-Executive Chairman of the Company on 1 July 2019.

Datuk Tan is a Fellow of the Institute of Chartered Accountants, Australia and the Malaysian Institute of Chartered Secretaries and Administrators (“MAICSA”). He is a member of the Malaysian Institute of Accountants (“MIA”) and the Malaysian Institute of Certified Public Accountants (“MICPA”).

He has more than 50 years of experience in auditing, accounting and consulting. He was the Executive Chairman of BDO Binder, Malaysia from 1987 to 2009. He was the Chairman of the Board of Gul Technologies Singapore Limited and MCIS Insurance Berhad. He was also a Senior Independent Non-Executive Director of IGB Berhad, a Director of RHB Capital Berhad, RHB Investment Bank Berhad, Malaysia-China Business Council (“MCBC”) and Trustee of Ng Teck Fong Foundation.

He is the Chairman of the Board of Amoy Canning Corporation (Malaya) Berhad. He is also Trustee of Yayasan Tan Sri Lee Shin Cheng.

Dato’ Lee Yeow Chor was appointed to the Board as Executive Director on 25 February 2013 and was subsequently re-designated as Non-Independent Non-Executive Director on 18 December 2013. He is also a Chairman of Whistleblowing Committee of the Company.

Dato’ Lee is a barrister from Gray’s Inn, London and holds a LLB (Honours) from King’s College London and a Postgraduate Diploma in Finance and Accounting from London School of Economics. Prior to joining IOI Group as a General Manager in 1994, he served in the Attorney General’s Chambers and the Malaysian Judiciary Service for four (4) years from 1990 to 1994. His last posting was as a Magistrate.

Dato’ Lee is presently on the Board of IOI Corporation Berhad as its Group Managing Director and Chief Executive and also a Non-Executive Director on the Board of Bumitama Agri Limited. He is also a Trustee of Yayasan Tan Sri Lee Shin Cheng, the charitable arm of IOI Group.

Dato’ Lee has been the Chairman of the Malaysian Palm Oil Association since 2020. He served as the Chairman of the Malaysian Palm Oil Council from 2009 to 2020.

Dato’ Lee was appointed as a Board member of Bank Negara, the Central Bank of Malaysia from 2015 to 2018. He was also a Board member of the Malaysian Green Technology Corporation from 2011 to 2013 and served on the National Council of the Real Estate and Housing Developers’ Association (“REHDA”) Malaysia as its Secretary General from 2002 to 2006.

Datuk Dr Tan Kim Heung was appointed to the Board on 1 June 2013. He is a member of Nomination and Remuneration Committee and Whistleblowing Committee of the Company.

Datuk Dr Tan graduated with a Bachelor of Medicine and Surgery (“MBBS”) (London) (Honours) from The Middlesex and University College Hospital Medical School, London in 1986 and received his Member of the Royal College of Physicians (“MRCP”) (United Kingdom) in 1989. In 1995, he was awarded a Doctorate of Medicine/Cardiology (“MD”) from the University of London. He became a Fellow of the American College of Cardiology (“FACC”) in 1997, Member of the Academy of Medicine Malaysia (“AM”) in 1999, and was awarded Fellowship of the Royal College of Physicians (“FRCP”) (London) in 2001.

Datuk Dr Tan is a Consultant Cardiologist at Cardiac Vascular Sentral (Kuala Lumpur), Malaysia. He was previously a Consultant Cardiologist at Sunway Medical Centre, Petaling Jaya and a Professor of Medicine and Head of Cardiology at the University Malaya Medical Centre (“UMMC”) in Kuala Lumpur, Malaysia. He held this position for seven (7) years since 1997, having previously served as a Cardiologist at Guy’s Hospital, London, United Kingdom.

Datuk Dr Tan is a recipient of numerous outstanding academic awards and prizes with vast experience in various interventional cardiac procedures. He is author or co-author of more than 100 published papers/articles/abstracts in peer reviewed journals and has contributed chapters to several books. He is frequently invited to lecture and to participate as an expert faculty in international and national conferences/seminars/courses. He is also a fellow or member of numerous professional organisations and advisory boards.

Mr Chan Cha Lin ("Mr Chan") was appointed to the Board of IOIPG on 1 June 2021 as an Independent Non-Executive Director. Mr Chan is the Chairman of the Risk Management Committee, and a member of the Audit Committee and Whistleblowing Committee of the Company.

He is an Executive Director of Annhow Holdings Sdn Bhd, overseeing its financial assets portfolios and businesses. His key functions are fund investments, financial reporting and controlling the private companies managed by him. He has an in-depth knowledge of managing a latex medical products manufacturing business. He also has extensive experience in corporate finance, investment, accounting and property development.

Mr Chan started his career as a research analyst in the research department of a property valuation firm in 1985. Mr Chan held various managerial positions in local established project management companies and a family-owned investment holding company during the period of 1991 to 2011. He subsequently started his own property development project in 2015.

Mr Chan is also the director of Yayasan Chan Fong Ann, a philanthropic fund named after his father, which aims to provide aid to less fortunate communities in Johor. Thus far, the fund has provided much needed food and supplies to communities during the COVID19 pandemic.

Ms Lee Ai Leng was appointed to the Board on 2 January 2023 as an Independent Non-Executive Director. She is the Chairman of the Nomination and Remuneration Committee, and a member of Audit Committee, Risk Management Committee, and Board Sustainability Committee of the Company.

She holds a LLB (Honours) in Law from the University of Malaya, she also holds a Diploma in Accounting and Finance (Association of Chartered Certified Accountants).

She started her career in private practice in 1991 after being called to the Malaysian Bar as an Advocate and Solicitor of the High Court of Malaya. She subsequently joined IOI Corporation Berhad in 1994 as the Group Legal Advisor and later served as joint Company Secretary as well. During her tenure with IOI Group until 2013, she was involved in both the plantation and property development businesses.

She was appointed as Head of Legal of Sime Darby Plantation Berhad ("SDP") in 2014 and was redesignated as Group General Counsel in 2018. In this role, she leads the legal functions of the SDP Group, providing legal advice and support to SDP and its local and overseas subsidiary companies. Being part of the senior management team of SDP, she also served as a member of various management committees which include Group Investment Committee, Credit Committee, Whistleblowing Committee and Group Tender Committee.

Ms Lee’s legal career spans over 30 years and she has extensive experience in plantation and property industries. Her areas of expertise include corporate and commercial law focusing on domestic and cross-border mergers and acquisitions, joint ventures, capital markets, private debt securities, banking and finance matters as well as property development, real and personal property transactions.

Dato’ David Tan Thean Thye

Dato’ David Tan was appointed to the Board on 2 January 2023 as an Independent Non-Executive Director. He is a Member of the Risk Management Committee and Nomination and Remuneration Committee of the Company. He was a member of Audit Committee of the Company.

He holds a Bachelor of Science (Honours) in Housing, Building & Planning and Master of Science in Planning from Universiti Sains Malaysia. He is a Corporate Member of the Malaysian Institute of Planners ("MIP") and a Registered Planner with the Board of Town Planners, Malaysia.

In the past, he had served in Real Estate and Housing Developers' Association Malaysia, Selangor Branch committee, as well as, in the councils of MIP and International Real Estate Federation Malaysia (FIABCI) Malaysian Chapter.

From 2013 to 2022, he was the Managing Director of KLK Land Sdn Bhd and responsible for overseeing the business development, planning and implementation of KLK Group property projects.

He has 42 years of experience in the property industry with 22 years (from 1990 to 2012) as Head of Property division in IOI Group where he was also an Executive Director of IOI Properties Berhad.

Shirley Goh

Ms Shirley Goh was appointed as an Independent Non-Executive Director on 1 July 2023. She is the Chairperson of the Audit Committee, and a member of the Risk Management Committee and Board Sustainability Committee of the Company.

She is a member of the Malaysian Institute of Certified Public Accountants (MICPA) and the Malaysian Institute of Accountants (MIA).

She retired from PricewaterhouseCoopers Malaysia (“PwC”) on 30 June 2020 having worked with PwC for 41 years, of which 24 years were as a Partner. During her tenure with PwC, she was a long serving member of the Assurance Executive Team and was elected by the Partners to the Oversight Board in 2016 which she chaired for 4 years prior to her retirement.

As a partner in PwC, she had undertaken numerous advisory assignments to advise her clients on listing requirements of Initial Public Offers (IPOs) on local and overseas exchanges, fund raising exercises, mergers and acquisitions and other corporate restructuring activities. Apart from this, she also had a myriad of experience advising on local and cross-border Merger & Acquisition transactions at all stages of integration, whereby she also worked with clients with overseas operations such as in China, India, Singapore, Vietnam and Indonesia.

She has over 40 years of extensive experience in audit engagement and in providing business advisory services to a diverse range of clients, including local enterprises and conglomerates as well as multinational companies in a variety of industries of financial services, healthcare, construction, property development & investment, poultry farming, retail, services etc.

Currently, she is an Independent Non-Executive Director of Malayan Banking Berhad (“Maybank”) as well as a Director of several subsidiaries of Maybank Group. She was previously a Director of IJM Plantations Berhad and UEM Edgenta Berhad.

Lim Sim Seng

Mr Lim Sim Seng was appointed as an Independent Non-Executive Director on 1 January 2024. He is the Chairman of Board Sustainability Committee of the Company.

Mr Lim officially retired from executive responsibilities at DBS Bank Ltd on 31 March 2023. He was subsequently appointed as a Senior Advisor to DBS Group, effective 1 April 2023.

Before his retirement, he served as the Group Executive responsible for leading DBS' consumer banking and wealth management business. Prior to that role, he was DBS' first Country Head with dedicated responsibility for the Singapore franchise. In this capacity, he focused on delivering enhanced synergy and value within the Singapore franchise.

In his 40 years of banking experience, he spent his career in Asia, North America and Middle East. Prior to joining DBS, he served as the President and CEO of Nikko Citigroup Ltd and was a board member of Nikko Citi Holdings Inc in Japan, where he oversaw corporate and investment banking, institutional brokerage, and trading in fixed income, currencies, commodities, and equities for Citigroup Japan.

Throughout his banking career, he held roles in various global financial hubs, including Kuala Lumpur, Tokyo, New York, Saudi Arabia, Hong Kong, and Singapore. In 2007/2008, he served as the Citigroup Country Officer and Chairman of Citibank Hong Kong Ltd, overseeing Citigroup Hong Kong's markets and banking franchise, as well as providing oversight for consumer and wealth businesses.

From October 2003 to March 2007, he was the Regional Head of Emerging Markets Sales and Trading for Asia, based in Singapore. In this role, he was responsible for all sales and trading activities in foreign exchange, local currency derivatives, money markets, fixed income trading, and origination across 13 markets in the Asia Pacific region. Concurrently, he held the position of Non-Executive Chairman of Citibank Berhad Malaysia.

He currently serves as the Chairman of DBS Vickers Securities Private Holdings and holds the position of Independent Non-Executive Director on the boards of Singapore Technologies Engineering Ltd and Raffles Medical Group Ltd. Additionally, he represented DBS's interests as a member of the board of directors at Nikko Asset Management Co., Ltd. in Japan from September 2011 to December 2020.

In August 2014, he was appointed as Chairman of the Singapore Land Authority and served in this capacity until August 2020. Presently, he continues to serve the Singapore government in two roles: (a) Singapore High Commissioner (Non-Resident) to the Federal Republic of Nigeria, and (b) Chairman of the Board of Directors at the Building & Construction Authority.

In recognition of his contributions, he was inducted as an IBF Distinguished Fellow (Financial Markets) in 2015 and was awarded the Public Service Medal in 2018 for his dedicated public service to the country. He was also a recipient of the Japanese government Monbusho scholarship and earned his Bachelor's degree in BA from Yokohama National University, Japan, in 1983.

Datin Jeanie Lim was appointed as an Independent Non-Executive Director on 1 March 2024. She is also a member of Audit Committee of the Company.

She is a Fellow member of the Association of Chartered Certified Accountants (ACCA) and also a member of the Malaysian Institute of Accountants (MIA).

She brings with her extensive experience in investment banking. Prior to her retirement from AmInvestment Bank Berhad (“AmInvestment Bank”) in early February 2024, she was a Senior Vice President at the Corporate Finance Division. During her career at AmInvestment Bank, she was involved in corporate finance advisory services that included initial public offerings (IPOs), demergers, equity and equity-linked fundraising, privatisations, general offers and mergers and acquisitions (M&A).

Over her tenure at AmInvestment Bank spanning 30 years, she was involved in the origination and inception of proposals and execution of the transactions to successful completion, working closely with other product divisions under the banking group. Datin Jeanie Lim has extensive technical knowledge in capital markets and a deep understanding of the regulatory requirements to ensure the success of transactions whilst acting as an intermediary to facilitate engagements between corporate clients and regulators.

In the course of her assignments at AmInvestment Bank, she has provided advisory services to corporate clients in diverse sectors, including property development, construction, plantation, financial services, infrastructure, manufacturing and logistics.

Prior to her career in investment banking, she was with the audit division at the accounting firm of Kassim Chan & Co, now known as Deloitte from 1989 to 1993. During her tenure at the then Kassim Chan & Co, she audited a wide range of listed and unlisted companies in various industries.
